The Office of Scientific Workforce and Integrity (SWI) was established to lead the DOE Office of Science (SC) initiatives focused on advancing how SC manages its over $8 billion annual funding for competitive extramural research and scientific user facilities, and 10 SC DOE National Laboratories in ways that broaden access to SC-sponsored opportunities and promote inclusive learning and research environments. 

The SC research programs are carried out at DOE’s National Laboratories, colleges and universities, non-profit research organizations, and for-profit organizations. The SC research programs plan and execute some of the Nation's most critical, complex, and highest priority science initiatives, and construct and operate world-leading, open scientific user facilities essential for advancing research in the physical and life sciences to ensure a competitive U.S. position in science and technology. The SC programs annually support the research and training of tens of thousands of researchers and students. SC also oversees ten world-class DOE National Laboratories, operated under contract, who collectively employ over 20,000 contractor staff.

Critical to the success of SC’s programs and initiatives is the understanding, incorporation, and application of evidence-based practices for promoting diversity, equity, inclusion, and accessibility in the context of managing and executing scientific research programs and facilities. As a steward of public funds, SC has a responsibility to ensure its research programs and sponsored opportunities are accessible to and broadly serve the public. 

SWI develops and champions SC’s policies, practices, and initiatives focused on increasing the participation of individuals and institutions currently underrepresented in the science, technology, engineering, and mathematics (STEM) fields and understanding and addressing barriers to participation in the STEM fields that SC supports. SWI, in collaboration with other SC elements, develops and implements policies and procedures in SC’s business practices for awards management and in DOE National Laboratory oversight that reinforce SC’s commitment to broadening access to STEM fields and fostering safe, respectful, equitable, and inclusive work, research, and funding environments that value mutual respect and personal integrity where everyone has the opportunity contribute and thrive.
