Dr. Julie Carruthers is the Director of the Department of Energy’s (DOE) Office of Science (SC) Office of Scientific Workforce and Integrity (SWI).  As Director, Dr. Carruthers serves as a principal advisor to the Deputy Director for Science Programs, the SC Director, and SC Senior Management on developing and implementing strategies for advancing diverse participation and inclusive learning and research environments in SC-sponsored extramural research programs and developing policies and guidance for oversight of SC’s ten DOE national laboratories.  As part of this role, she develops and implements organizational policies and procedures, promotes interagency and intra-department coordination and collaboration, and leads external engagement and partnership efforts in collaboration with SC’s research program offices.

Dr. Carruthers comes to this position after serving over fourteen years as a senior science and technology advisor as part of SC’s senior leadership team.  During this time, she spearheaded initiatives spanning strategic planning and implementation of new research and STEM training programs, led cross-SC teams in the development and implementation of new processes and protocols to advance organizational excellence, and was frequently sought after to lead interagency or intra-agency task forces and working groups focused on complex, high-profile, or sensitive issues related to research initiatives, research environments, research integrity, and STEM workforce development.  Dr. Carruthers first joined the DOE Office of Science in 2005 as an American Association for the Advancement of Science (AAAS) Science & Technology Policy Fellow where she served as an advisor to the SC Principal Deputy Director, the SC Director, and the DOE Under Secretary for Science.  Prior to joining DOE, she served as an American Chemical Society Congressional Fellow for a U.S. Senator, and as a Camille and Henry Dreyfus Postdoctoral Fellow at the University of Massachusetts, Boston.  She received her Ph.D. in Chemistry from Yale University, and a B.S. in Chemistry from the University of California, Santa Cruz.
