Contract Management

The contract between the U.S. Department of Energy (DOE) and Fermi Research Alliance, LLC (FRA) was awarded for the purpose of managing and operating the Fermi National Accelerator Laboratory (Fermilab) in Batavia, Illinois.

The Fermi Site Office (FSO) Business Division provides leadership and maximizes the effective working relationship between DOE and FRA thru the management and administration of the cost-plus award-fee, performance-based, Management and Operating (M&O) contract, subject to the appropriate provisions of the FAR and DEAR.

The Business Division establishes performance expectations, integrate DOE requirements, authorized work, and provide timely feedback to the contractor.

The Business Division with the support of FSO staff, administers the contract and facilitates the performance of the M&O Contractor through the following activities:

  • Establish formal requirements and expectations through the contract;
  • Monitor and evaluate contractor performance against those expectations;
  • Provide feedback to the contractor through a variety of formal and informal mechanisms during the year, and;
  • Holding the Contractor accountable for performance.

FSO’s oversight is strongly tied to the expectation that FRA maintains a credible and rigorous Contractor Assurance System (CAS). To this end, FSO oversight includes both independent, federally staffed oversight of FRA as well as a substantial investment in FSO and FRA partnered oversight.

This strategic focus provides interactions that foster growth in understanding of DOE expectations and discipline, effective utilization of human resources, mutual trust, and success. FSO has implemented an assurance oversight program designed both to meet the federal requirements of DOE and the Office of Science’s (SC) expectations for implementation of contractor assurance systems at SC laboratories.

The Contracting Officers (CO's) implement contract management functions through the appropriate FSO staff in accordance with the FSO processes and procedures. The CO's provide advice and leadership to the Contract Management Team, the Contracting Officer Representatives (COR's) and other parties as appropriate.
