BES supports fundamental research to understand, predict, and ultimately control matter and energy at the electronic, atomic, and molecular levels to provide the foundations for new energy technologies and to support DOE missions in energy, environment, and national security. In addition to being one of the nation’s largest sponsors of fundamental research in the physical sciences, BES plans, constructs, and operates 12 major scientific user facilities to serve researchers from universities, national laboratories, and private institutions across the United States and around the world. These include five x-ray light sources, two neutron scattering facilities, and five nanoscience research centers. The SUF Division has stewardship responsibilities for constructing, operating, and upgrading these facilities in support of the DOE and BES missions. The Physical Scientist will serve as a Project Program Manager in the BES Scientific User Facilities Division, providing program management for the Division’s portfolio of scientific user facility construction and upgrade projects. The incumbent will act as a recognized technical authority and expert in the development and management of the construction project portfolio and will serve as a subject matter expert for all aspects of project management, particularly for construction of the user facility projects following relevant DOE policies, procedures, and Orders. In carrying out the duties of the position, the Project Program Manager will be expected to translate broad, general policies into specific policy direction and requirements for projects; initiate new projects; prepare, justify, and execute the construction project portion of the BES budget; develop long range plans taking into consideration financial and technical constraints; provide strategic planning and oversight for the design, fabrication, and installation of state-of-the-art instruments/buildings for BES user facility projects; travel to project reviews; and critically evaluate DOE Laboratory contractor performance to ensure projects are on track to meet cost, schedule, and technical performance targets.
